METROPOLITAN GOVERNANCE: THE CHALLENGES IN THE INTEGRATION OF LOCAL GOVERNMENTS IN NUEVO LEÓN

Abstract

Metropolitan governance offers challenges for the integration of local governments. Urban regions can appeal to flexible networks that involve the productive and public sectors, as well as associations. The institutional process carried out by local governments is an essential part for the integration process to take place. The objetive of this research is to analyze, based on a transversal qualitative approach and with a documentary and bibliographical complilation, the challenges that contribute to the implementation of gobernance in the metropolitan area of Monterrey, from indicators such as lack of control or directives on territorial development, the weakness of management skills and experience, the lack of structural agreement when it comes to solving common problems, territorial and social diversity. Socio-political conflicts, financing and multilevel relationships are situations that represent impediments for local governments to integrate. It was found that in the case of the area studied, one of the main challenges has been the sociopolitical conflicts and the weakness of the management capacities of some municipalities to cooperate with their peers.
