Incidence of public policy evaluation criteria on microenterprise growth: correlational evidence in a Latin American urban context.

Microenterprises constitute the largest business sector in Mexico and in the state of Nuevo León; therefore, their importance in the region’s economic development is undeniable. Nevertheless, they exhibit high mortality rates and low life expectancy. This study analyzes the incidence of public policy evaluation criteria, relevance, coherence, effectiveness, and efficiency on the growth of commercial microenterprises through an analytical correlational model. Using a cross-sectional quantitative approach, a validated instrument was designed and applied to 286 microenterprises in the Metropolitan Area of Nuevo León that have participated in municipal economic public policies, selected through purposive sampling. Descriptive analyses, Pearson correlations, and multiple linear regression were performed. The results show significant and moderately to highly strong associations between the municipal economic public policy criteria and microenterprise growth, highlighting efficiency as the factor with the highest correlation and coherence as the factor with the lowest correlation and non-significant in the multivariate model. The study provides a replicable conceptual–operational framework for evaluating local economic policies from the beneficiary’s perspective and offers inputs for the design of public policies aimed at strengthening microenterprises in Latin American urban contexts.
